I think the state demands testing of parts to ensure quality and emmisions compliance. This testing is expensive. Lots of parts have no effect on emmisions but since its so expensive to test broadly, the manufacturer doesn't bother...that makes them illegal by default. Maybe ARNOLD will fix this.
